Former Nairobi City County Chief Officer Geoffrey Mosiria has accused Governor Johnson Sakaja of sidelining him for nearly three years, alleging that his responsibilities were reduced after disagreements over the management of county funds and his approach to public service.
Mosiria spoke out after the county government reassigned the Public Participation, Citizen Engagement and Customer Service docket to Zipporah Njeri Mwangi in an acting capacity.
In a statement responding to his removal, Mosiria thanked Sakaja for making his sacking official but claimed that he had effectively lost his authority in December 2023.
โThank you, my boss, for making my sacking official. However, what you forgot to tell Nairobi residents and Kenyans is that you effectively dismissed me on 28th December 2023, when you took away my constitutionally assigned mandate as an Accounting Officer and handed it to my junior officers as per the attached memo which was unprocedural,โ he said.
Mosiria alleged that his health department budget was reduced from Sh1.2 billion to Sh100 million after he refused to participate in what he described as direct procurement arrangements intended to favour people close to the governor and county contractors.
He further claimed that Sakaja confronted him during a WhatsApp conference call attended by the governorโs Chief of Staff, Osman Khalif.
The former chief officer cited a county circular dated December 28, 2023, concerning the management of bank accounts at Level Five hospitals.

The document outlined signing arrangements involving hospital chief executive officers, administrators and facility accountants.
Mosiria also recounted his subsequent transfer to the Environment department, alleging that his director reported directly to Sakaja, leaving him with little work to do.He said he continued engaging in field operations because he wanted to serve Nairobi residents despite what he described as attempts to sideline him.
โI endured frustrations, official WhatsApp groups attack, public attacks, and a court case that nearly saw me jailed for six months over alleged contempt of court which was well planned to kick me out of office,โ Mosiria said.
He added that he was later transferred to the Public Participation, Citizen Engagement and Customer Service docket, where he remained despite what he described as a lack of communication with the governor.
Mosiria claimed that his last meeting with Sakaja took place on December 28, 2023, at the governorโs private office in Riverside. He said his attempts to raise his concerns had gone unanswered because the governor rarely answered his calls or responded to his messages.
Despite the alleged challenges, Mosiria said he remained committed to serving Nairobi residents and was prepared to seek the countyโs top seat.
โDespite everything, I never gave up on Nairobi. Today, I am humbled that Nairobi residents are calling upon me to serve them as their governor,โ he said.
โMy desire has never been to fight anyone; it has always been to fix the systems and serve the people of Nairobi.โ
Mosiria also alleged that he had received information that a court case was being prepared against him in an attempt to have him jailed.
He did not provide details of the alleged case in the statement.
โI hope Nairobi people know who belongs to jail and who should serve them,โ he said.
The accusations came days after Mosiria declared his interest in contesting the Nairobi governorship in the 2027 General Election, setting up the possibility of a political contest against his current boss.
In a notice dated October 21, 2026, Nairobi County Secretary and Head of Public Service Dr Machel Waikenda announced changes affecting three county chief officers.

The notice assigned Mwangi additional responsibilities in public participation and citizen engagement while retaining her City Culture, Arts and Tourism portfolio. The changes took effect immediately.
Sakaja and the Nairobi City County Government have not publicly responded to the specific allegations in Mosiriaโs statement.
